In doing so, state agencies will be challenged to design REDD plus policies that value and conserve forest carbon in ways that align with national policies and local priorities for managing forest landscapes defined by complex property rights regimes. However, as with other market-based policies, the expeditious delivery of REDD could bypass critical analysis of potential interactions with national tenure regimes, customary property rights, and local livelihoods. Drawing on the case of Palawan Island\u2014a forested frontier island in the Philippines\u2014we examine how nascent REDD policies can articulate with state sanctioned tenure, customary tenure, and forest uses in changing livelihood contexts. This paper draws on research among Tagbanua and Pala\u2019wan people to illustrate how complex and changing tenure structures, commodity markets and livelihood dynamics may influence how REDD plus interventions affect indigenous customary lands and forest use. In particular, the reflections on the design practice of public sector innovation (PSI) units, working in or with governments, are increasingly contributing to a growing body of literature attempting to characterise the practice in policy making. Although scholars conclude that design\uffe2\uff80\uff99s significant contribution in policy refers to the implementation of public services and programs, there is also an urgent advocacy for a deeper study of the nature of design practices within earlier stages of policy processes addressing more specifically policy proposals and reforms. As part of a broader investigation, this paper seeks to shed light to this matter by identifying design-led activities and methods of PSI units in the policy making process and positioning them in the stages of the policy cycle. This research examines academic, grey literature and web content to uncover and position design activities of 46 PSI units from different continents in a policy cycle model based on Howlett, Ramesh and Perl (2009). Our work confirms that most design activities develop in the implementation stage rather than in early stages of the policy process. While design interventions are growing within policy formulation and agenda-setting stages, few of them were identified in the stage of policy evaluation. Decision-making stage remains purely political. A real option model is used to theoretically frame the decision to switch from agriculture to energy forestry. Optimal investment timing is modeled and the functioning of government subsidies offered to speed up the switch to energy forestry is analyzed. The empirical analysis examines the establishment of new short-rotation coppice willow stands in Central East Sweden. It is shown that in the presence of volatile agricultural profits and high establishment costs, subsidies are needed to accelerate investment. Aplicamos la metodolog\u00eda Q para identificar diferentes perspectivas de los propietarios medianos y grandes sobre las Reservas Legales y su relaci\u00f3n con la intensificaci\u00f3n agr\u00edcola en el municipio de Paragominas, en la Amazon\u00eda oriental. Realizamos 31 entrevistas en las que los propietarios ordenaron 36 declaraciones en una matriz de distribuci\u00f3n casi normal. This article traces Soviet debates about women\uffe2\uff80\uff99s labor and the family in Central Asia in the context of demographic policy, productivity, and welfare. It argues that the evolution of home labor and other \uffe2\uff80\uff9cnon traditional\uffe2\uff80\uff9d labor policies aimed at Central Asians share two distinctive features with neoliberal-inspired welfare discussions in the United States as well as the emerging politics of entrepreneurship in the sphere of international development. First, all three emerged as a result of social scientists and planners revisiting earlier paradigms after perceived policy failures. Second, despite their pessimistic reading of earlier policy initiatives, Soviet policymakers and their counterparts hung on tenaciously to the idea that state policy could be used to improve people\uffe2\uff80\uff99s lives. With unprecedented and growing demands for food, water and energy, there is an urgent need for a global effort to address the challenges of climate change and land degradation, whilst protecting soil as a natural resource. In this paper, we identify the contribution of soil science over the past decade to addressing gaps in our knowledge regarding major environmental challenges: climate change, food security, water security, urban development, and ecosystem functioning and biodiversity. Continuing to address knowledge gaps in soil science is essential for the achievement of the SDGs. However, with limited time and budget, it is also pertinent to identify effective methods of working that ensure the research carried out leads to real\uffe2\uff80\uff90world impact. Realizamos un estudio de campo durante dos temporadas consecutivas de cultivo de arroz para investigar el efecto de la aplicaci\u00f3n de fertilizantes qu\u00edmicos (NPK), NPK m\u00e1s esti\u00e9rcol verde (NPKG), NPK m\u00e1s esti\u00e9rcol de cerdo (NPKM) y NPK m\u00e1s paja (NPKS) en el estado de nutrientes del suelo, las actividades enzim\u00e1ticas involucradas en el ciclo de C, N, P y S, la comunidad microbiana y los rendimientos de arroz del suelo arcilloso amarillo. Los resultados mostraron que los tratamientos fertilizados mejoraron significativamente los rendimientos de arroz durante las tres primeras temporadas experimentales. En comparaci\u00f3n con el tratamiento NPK, las enmiendas org\u00e1nicas produjeron efectos m\u00e1s favorables en la productividad del suelo. En particular, el tratamiento NPKM exhibi\u00f3 los niveles m\u00e1s altos de disponibilidad de nutrientes, carbono de biomasa microbiana (MBC), actividades de la mayor\u00eda de las enzimas y la comunidad microbiana. Esto dio como resultado el \u00edndice de calidad del suelo (SQI) m\u00e1s alto y el rendimiento del arroz, lo que indica una mejor fertilidad y calidad del suelo. Se observaron diferencias significativas en las actividades enzim\u00e1ticas y la comunidad microbiana entre los tratamientos, y el an\u00e1lisis de redundancia mostr\u00f3 que MBC y N disponible fueron los determinantes clave que afectaron las actividades enzim\u00e1ticas del suelo y la comunidad microbiana. There have been unintended socio-cultural consequences of this program affecting Vietnam's forest-dependent indigenous communities. The study focused on two Co Tu villages in Central Vietnam. Their livelihoods and their culture, institutions, social life, customs, and religious beliefs are linked to surrounding forests. The FLA program has altered the traditional forest management practices and systems of the Co Tu people, as well as their traditional institutions, particularly the role of the village patriarch, and to a lesser extent their perceptions of 'nature'. Not only did the pandemic drive all actors to make response, but it also affected the relations among them. That Indonesia raised multilateralism in the unprecedented situation while more unilateral or populist actions taken by a number of states encouraged this research. This paper attempts to explain Indonesia\u2019s foreign policy in upholding multilateralism to respond to the COVID-19. Such response was intended to mitigate the impacts caused by the pandemic. This research applied holistic constructivism in understanding the determinants of Indonesia\u2019s foreign policy by investigating both domestic and international cause. This research utilized the qualitative method with an explanatory analysis. The findings show that such Indonesia\u2019s foreign policy was driven by its identity constructed by both indigenous norm of \u2018Gotong Royong\u2019 and global norm of \u2018International Health Regulation\u2019. The norm-laden or identity-based foreign policy was leading it to uphold multilateralism which was considered appropriate in order to coordinate, collaborate and cooperate with international communities. In addition, Indonesia maintained its trust on and support to the World Health Organization as the most leading actor in health governance championing fight against the pandemic. This paper argues that the norm factors do matter in Indonesia\u2019s foreign policy in facing uncertainties in the vulnerable and interconnected world. This research examines academic, grey literature and web content to uncover and position design activities of 46 PSI units from different continents in a policy cycle model based on Howlett, Ramesh and Perl (2009). Our work confirms that most design activities develop in the implementation stage rather than in early stages of the policy process. While design interventions are growing within policy formulation and agenda-setting stages, few of them were identified in the stage of policy evaluation. Decision-making stage remains purely political. With unprecedented and growing demands for food, water and energy, there is an urgent need for a global effort to address the challenges of climate change and land degradation, whilst protecting soil as a natural resource. In this paper, we identify the contribution of soil science over the past decade to addressing gaps in our knowledge regarding major environmental challenges: climate change, food security, water security, urban development, and ecosystem functioning and biodiversity. Continuing to address knowledge gaps in soil science is essential for the achievement of the SDGs. However, with limited time and budget, it is also pertinent to identify effective methods of working that ensure the research carried out leads to real\uffe2\uff80\uff90world impact.
